Add a section on deploying data 8 on your own machine (w/o jupyterhub)

I ran into a few students that said they'd like to be able to deploy Data 8 on their own machines locally (ie, without an institutional jupyterhub). We should add a little section on "how to install the Data 8 environment without a JupterHub" section that works with the interact links in the textbook.

From DSEP's side: we've noticed that several institutions with classrooms of <15 students try and go this route if the instructor doesn't want to setup infrastructure for a jupyterhub.

I'd love to take a crack at creating this section and talk it over with you or @ericvd-ucb
