Bedhost is not uploading statistics about endpoint usage

After investigating this issue, unfortunately I can't reproduce it locally. Locally everything works correctly.
My assumption is that bedbase API can be redeployed (refreshed) by aws itself every day, or every couple of days and it leads to refreshing uploading circle. I will need help of @nsheff
