Compatibility with CUDA 13.0

The debug_synchronous parameter is no longer supported in the version of CUB that comes with CUDA 13.0, so installing Megablocks will fail.

This can be fixed by modifying megablocks/csrc/cumsum.h to remove the extra argument. Here's the fix;
