Python version requirements documented

Not clear what version of Python is required, and this seems to differ between pip and conda. Would be very helpful to have this documented somewhere.

On MacOSX, both conda and pip install of datadotworld fail under Python 3.8.

pip install of datadotworld works under Python 3.7.
