Arborize neuron_builder misses location accessors for proxied points

After #210 the LocationAccessors for points on a single point branch have disappeared from the locations of the constructed model, and so things like model.insert_synapse((proxied_loc), ...) error out with an unknown location error.

I am fixing this by adding the correct location accessors for the proxies into the map.
