transactions: Check if they are sendable. #31
Description
Testing with ledger on mainnet, it's easy to make transactions that will not be relayed by the network because they are dust. Unsure if there are other reasons a tx may be rejected.

We should probably check when sending before sending. We also have no way currently to abandon transactions on cake so the unsendable tx will just be there forever atm. Maybe consider adding an abandon tx function as well.
