Add accountless ticket purchasing.

Right now there is a pr open in dcrstakepool https://github.com/decred/dcrstakepool/pull/515 That really needs a good way for everyone to test.  I think implementing that api's consumer in TD is the simplest and fastest way to verify. Hopefully it will work out great and end up in master, both here and there.
