UI - frontend allows for closing vote despite not having enough votes

a vote can only be closed if there are at least two votes - the UI allows an administrator to do so anyway, leading to the UI to run into a timeout from the server (that corretly refuses to close the vote)

Expected behaviour: the UI shows an error message when less than two votes have been cast
