fix: add `params` to a `NumpyBuilder`

Currently, the params are not added to a NumpyBuilder which gives an error when the data file is passed in Python.

@zonca @maraMaraschino this is the existing issue we have on parameter types. I think @maraMaraschino has made a small example file for this in another repository, I'll link it in.

@maraMaraschino I see several small parametric examples in the ksy directory of https://github.com/det-lab/dataReaderWriter/tree/master, but I don't see data files that clearly match those. Do you know if any of those data files match the ksy descriptions that use parametric types?
