I propose to use this repo as the main hub for "official" stuff, such as communication materials, policies, survey results, etc.

I've deleted a couple of repos (communication and devcon.voice.17) and moved content over here already.

@silviopaganini I've also copied (not deleted) the code of conduct document here, if you're ok with that, we can open an issue on the website repo to change the links accordingly
