Wifi config error when create a profiles with Network configuration for wired in static

Describe the bug
When create a profile with a network configuration for wired connection as static. There will be error promp when try to save the profile. The error promp as such "Invalid input: Key: 'Profile.WiFiConfigs' Error:Field validation for 'WiFiConfigs' failed on the 'excluded_if' tag"

To Reproduce
Steps to reproduce the behavior:

1. Go to 'profile'
2. Click on 'add new'
3. Fill in the require field
4. select the 'static' under network configuration -> wired
5. press save
6. An error show "Invalid input: Key: 'Profile.WiFiConfigs' Error:Field validation for 'WiFiConfigs' failed on the 'excluded_if' tag". Expected behavior are the profile able to save and back to the profile page.

This issue occurred because the validation tag on the WiFiConfigs field was malformed (excluded_if=DHCPEnabled false) Additionally, the standard validation tags were insufficient to express the required business rule: when DHCP is disabled (dhcpEnabled: false), the WiFiConfigs field can be omitted or provided as an empty array, but cannot contain any items. The Web UI sends wifiConfigs: [] (empty array) when DHCP is disabled, which should be valid, but the malformed validation syntax was causing all profile creation/update requests to fail.
