What does convert_jepg_to_indata_bin.py do?

I wonder if there is C version of 'convert_jpeg_to_indata_bin.py'.

Can anyone give a tip what 'convert_jepg_to_indata' does?
This python script requires full Caffe and it makes hard to use for inference in which only C is used.
