docker-compose file using version 0.17

The [`docker-compose`](https://github.com/dgyoshi/electrs-elements/blob/master/docker-compose.yml#L14) file is hardcoded to use `0.17`.  is there a reason this is set to an old version `0.17` instead of `0.18.x`?
