Problem: links to hashes (H2 & H3) jump to a view of the page just below the intended content. Specifically the it "scrolls" past the heading text in the body

Impact: this is disorienting hiding important context for navigating a website
Examples:

Landing on a page

Jump to position from, selecting "Why is gathering the right equipment for CoMapeo important?" in the TOC

Jump to position from, selecting "Equipment for CoMapeo Mobile" in the TOC

This is true for jumping to hashes from other pages too
