Support file attachments

The chat API should support files attached files to articles. This feature already existed and could be re-enabled by rebasing the removed code. 3 specific functions must be supported:
- list attached files to articles for the app #428 
- allow the app to download attached files #428 
- allow the app to upload new files #427
