Translate to all sites should be at the top of the dropdown

Hey @jodeba ,

We currently have a multi-site setup with a lot of languages. When we want to use the 'translate to' and want to selent 'all sites' we need to scroll all the way to the bottom of the list. But this option is the most useful and is expected to be at the top of the list so it can be selected quickly.

Can this be moved to the top of the dropdown on both the bulk and entry by entry translate to dropdown.

Interesting point, although our research shows that most users actually use the plugin to translate into one specific target language rather than all sites at once. We'll keep your suggestion open for now, but we won't make this a default setting or immediate change yet.
We'd like to see if more users share this need before adjusting the dropdown order.
