Toc links only works on text click #1267

What steps will reproduce the bug?
Try to navigate using toc link with items inside: click the right side of the button (with no text). It would not navigate you to another page.
What is the expected behavior?
It would be better if the click worked on the whole button.
What do you see instead?
Click on toc links with items inside works only on text content:
