Support overriding default_permission per guild

default_permission is a command property, but permissions are per-guild. I'm making a system where a global command defaults to requiring a Discord permission, but server admins can optionally set mod roles to override that. I'd like to set command permissions if the admin sets mod roles, but I can't change it to being disabled by default on the guild, so I can't. I'll just make it check the member's roles when the command is used, but that's suboptimal UX.

This can also serve as a temporary workaround for disabling in dms only, though not ideal.

Can you not already do this with default as false and then allow for the everyone role?

If you can't, this would be handy.

I realized that you can do that after making this post, but that still uses up one of the 10 permission slots on the command.

Permissions v2 will probably address this though.

Permissions are no longer bot-controlled and @everyome access is togglable in the UI so I suppose this is resolved with permissions v2
