toncli command not working for installation #112

Reproduction steps
- open a terminal in the windows binaries folder (libcrypto-1_1-x64.dll is there too)
- execute toncli command
Actual result
The command is not recognized by Windows.
Expected result
The command runs and completes the installation.

Device
Desktop: Windows 11 21H2
Additional Context
Python 3.9 and toncli from pip are installed and Python has been added to PATH.
