Add unsynchronous departure/arrival dates to start/end sites

Add feature(s) to allow agent-level departures/arrival to start/end sites from a range of possible dates.

This will likely involve changes to <ModelConfig>@start_sites and <ModelConfig>@end_sites to include ranges of dates associated with each site.
