We need to create a new package called ai-observability that is a Payload CMS instance … it should detect if the DATABASE_URI is Mongo, Postgres, or SQLite, defaulting to SQLite.

There needs to be collections for Completions, Functions, Executions, Batches (of completions), Evals, and Experiments.
