Turn constants into a configuration file

• Get the values that are now on constants.py via a configuration file.
• Add a debug flag(bool that defaults to false) that if passed via command line parameter reduces NUM_UNITS_RESPAWN and NUM_BLOCKS and increases FRAMETIME_WAITED, ignoring the values on the config file.
