GHA Runners are rolled back to Ubuntu 22.04

The newer ubuntu-24.04 runner crashed when building the multi-architecture docker images. It works fine when I use ubuntu-22.04.

Once the above issue is fixed, switch the runners back to ubuntu-latest to use 24.04.

Update as of 8/20/25: The actions/runner-images#11471 was closed back in February, much to the disappointment of others experiencing the same problem, and it doesn't look like it was ever actually fixed.

Some commenters mentioned a workaround (here) that uses a different image parameter for the docker/setup-qemu-action action. Interestingly the documentation for that action doesn't specify the use of an image parameter.
