No way to promote environments

As a user I want to be able to have an apk in alpha. Now I want to be able to move it from alpha to beta, can't just re upload because the version codes are the same. No way to promote from alpha to beta.

Could you explain how would be your workflow looks like?
Why don't just use Google Play Console for this?

So we are using bamboo as a continuous integration pipeline. I would like to be able to promote my apk from Dev to Qual in my pipeline and ideally be able to update the play console from the api. Currently, my work around is I have 2 different apks being generated (buildNumber2) and (buildNumber2+1) then when I push to play my dev environment will go to alpha with first apk. Then, the second apk will push to beta when I am ready.

This is getting around the issue of theBambooGooglePlayPublisher just putting up a new apk instead of updating it. Because what happens if I try to use the same apk it says the apk with that ID is already being used and won't let me update it. The goal is to make this a more automatic promotion and less about having to manually promote it.
