DuckDB Release Notes

The 1.4.1 release notes don't note any of the duckdb-python changes or fixes: https://github.com/duckdb/duckdb/releases/tag/v1.4.1 . Pypi's changelog link goes to the duckdb/duckdb releases, so it's not obvious what's changed (if anything) w.r.t. duckdb-python.

Should there be a duckdb-python section there, or a separate release notes?

Other than manually reviewing the changes, of course: v1.4.0...v1.4.1

I've added stock release notes on this repo, with a link to DuckDB's release notes. I've also just changed the link in pyproject.toml. Small steps :)
