make install command does not work at MinGW

What steps will reproduce the problem?
1. With lattop, install MinGW with msys shell in C:\MinGW
2. copy "libftdi1-1.0_devkit_mingw32_17Feb2013" lib\ and bin\ and include\ 
folder into C:\MinGW
3. In msys shell run mingw-get install mingw32-automake mingw32-autotools 
mingw32-autoconf
4. copy "libmpsse-1.3" to c:\libmpsse-1.3
5. In msys shell "cd c:\libmpsse-1.3\src"
6. In msys shell "autoconf && ./configure --disable-python && make"
7. In msys shell "make install"


What is the expected output? What do you see instead?
I expect libmpsse installed.  So I can run "make example-code".  But it shows 
"install -D -m644 libmpsse.so //usr/local/lib/libmpsse.so; install: accessing 
'//usr/local/lib/libmpsse.so': No such host or network path make: [install] 
Error 1"

What version of the product are you using? On what operating system?
