not enough edit buttons

The QnA plugin renders an edit button for every QnA headline. For FAQs with
many questions this means tedious scrolling -- in particular, if the
answers are long and numerous.

Suggestion: There should be an edit button for each QnA block.

On the other hand, for one-liners there would be too many edit buttons.

I will see if I can make it configurable.
