Compatibility of QnA with the ODT plugin

The QnA plugin doesn't fully work with the ODT plugin: exported ODT files don't contain
the TOC or the questions, only the answers.

Currently QnA does not do anything to properly support ODT export. It might be added
in the future if there will be more demand for it.
