Move 'Scientific Publications' in the sidebar as well as the 'Outputs' Page!

PR #81 (from https://jira.csiro.au/browse/EREEFSII-1579 ) was supposed to move the 'Scientific Publications' link to the "2nd bottom of the list" .

The PR did do that on the main Outputs page (https://www.ereefs.org.au/outputs/, code at https://github.com/eReefs/ereefs.github.io/blob/main/docs/tools.md), but it did NOT make the same change in the sidebar navigation menu, meaning the menu and the page-sections now have different order.

Please update the Sidebar menu to order the child-links of the 'Outputs' entry in the same order used by the headings on the 'Outputs' page:
