Take general license validity period in consideration when emit permissions #1273
Description
A license in general (as well as each grant in its scope) has a time slot associate to it, during which it is treated valid for Access Cycle.
It was designed to limit all internal time slots - a particular grant is to be treated as valid during intersection of its validity period and the one of embracing license.
Now this general license time slot is ignored, but should be used.
Or killed.
