I think this might have been introduced by https://github.com/eclipse-vertx/vertx-grpc/pull/221/changes. I removed the installation of CLIs from the CI and didn't realize it would cause the stable branch to fail. I think we can just reintroduce the installation back to the CI, then remove it again once we move forward with the stable release.
