Persist in memory federation cache on volttron shutdown or kill

If cache is enabled on federation, cache should always be persisted when volttron gets shutdown using

1. vctl shutdown --platform or
2. SIGINT - i.e. Ctrl + C keyboard interrupt.

Currently cached messages in memory are lost on volttron shutdown
