Make the regression tests a module

[GoogleCodeExporter]

The idea is to make the unit/regression testing system which currently
lives in tests/ to a module. This would provide a Python interface to the
tests, rather than just a CLI one.

A (failed) attempt is attached. Hopefully it can be salvaged/re-thought for
0.4.
