Working with fractions of seconds

Thanks for the great software. Question:

Does this library support fractions of seconds? I am interested in the following:

r.exceeded?(foo, threshold: 1, interval: 0.1)

It's never been tested with fractions of seconds that I'm aware of. Theoretically, you could alter it to support it though.
