[rfc] [map] Allow for a fixed-map with current room highlighting

Allow for a mode that fixes the position of the map in the map window and instead moves the red circle to the current room's center coordinates.

Context

We would like to be able to set the map view and still have the dot move. This would probably need to have an optional zoom setting to "fit" the map into the window as well.

Additional Map Feature Ideas from chat:

• allow for ;map bounty that will bring up the map with the location of your bounty
• allow for ;map <location> that will bring up the map with the specified location (exact match or partial matches?)

"follow me" is included (default on) in the new #2207 update of ;map. As for the other two requests. ;map bounty and ;map <location>. The bounty one could be easily doable, but the location one is a tad more complex that I'd prefer to force proper CLI usage of something like ;go2 --location="shadow of the Sanctum"

Will get this current release out and can circle back for "location" support after.
