Description
What Happened?
Moving the cursor when the message dialog about unavailable onscreen keyboard on Secure session causes the dialog itself disappear in a short period and appear again.

Steps to Reproduce
- Open Quick Settings
- Click "Onscreen Keyboard"
- Move the cursor on or around the dialog
- See the dialog blinks
Expected Behavior
The dialog should not blink.
