Does the image library have any ability to do any type of thresholding like mentioned here:

Yes, most definitely it does. This link should give you some ideas. You can use Image.Math.greater_than/2 and Image.if_then_else/4 for the functions referenced.

I'm very happy to add a generalised Image.threshold/2 function but haven't derived an API that expresses intent in a way that makes me happy. If you have some ideas, please feel free to share them.
