Document "Optional Features" #2304
Description
With the release of Ember v3.1.0, we will be able to use optional features, as explained in https://emberjs.com/blog/2018/02/16/ember-3-1-beta-released.html#toc_introducing-optional-features.
A new "Optional Features" guide should be added after "Configuring Ember.js > Feature Flags", so developers know how to toggle these features on and off.
