We can do that, but I think it's confusing to a user that if they have a navigation item in the header that's standard on all pages to remove it suddenly. Then they have to know a url to get back to the place where they can use the navigation. It might make sense here though since we seem to be considering the christmas-trees site a separate webapp from the other. Maybe we actually need two deployables?

This isn't really a bug since it isn't in the acceptance criteria on 460 that admin users with forests shouldn't see the menu on non-forest routes.
