Tooling improvements

Description

Synchronize project with latest pyproject-template improvements. The template has diverged significantly since the last sync, with updates to CI workflows, doit tasks, quality tooling, pre-commit hooks, and AI agent configuration.

Proposed Changes

Following the AI Sync Checklist:

• Phase 3: pyproject.toml tool configuration updates
• Phase 4: GitHub workflow updates
• Phase 5: Doit task updates
• Phase 6: AGENTS.md updates
• Phase 7: Pre-commit and config updates
• Phase 8: AI hooks updates

Success Criteria

• doit check passes after all changes
• manage.py sync marks the sync complete
• No breaking changes to existing functionality
