Allow booking on service journeys and stop points on regular lines

NeTEx allows adding booking information on service journeys and stop points on "regular" lines (but not on the line itself). This is for the use case when you have a regular scheduled service with only some stops or trips that require booking.

This issue covers both frontend and backend.
