Mix of UTC vs. local time dates in SMDB #1538

Placeholder github issue for this item. Initial issue identified by NORC where verification date/time displays a different date depending on which page of the SMDB they are in. Will require further discussion before finalizing which vars need updates. Will not include in Jan release.
