Similar to issue #460 and #459

According to the QC rules, CHILDADD3 should only be displayed if CHILDSTNUM = NA AND CHILDFULLST = NA AND ((CHILDCITY <> NA) or (CHILDST <> NA) or (CHILDZIP <> NA) or (CHILDCOUNTRY <> NA) or (CHILDCITY_FOLLOWUP <> NA) or (CHILDST_FOLLOWUP <> NA) or (CHILDZIP_FOLLOWUP <> NA) or (CHILDCOUNTRY_FOLLOWUP <> NA)).

Several participants from 2022-2024 left all address questions blank, but still saw and responded 178420302 ("I don't know") to CHILDADD3

episphere/connect#1235 confirms QC rule is correct, this is likely a data saving issue
