Similar to issue #464

According to the QC rules, Only display CURSCHT11-13 IF ANY CURSCHT10 = 1, 2, 3, OR 4 CURSCHT11-13 IF ANY CURSCHT10 = 1, 2, 3, OR 4. Many participants spanning from 2022-2024 gave no response to any CURSCHT10 questions but still saw and responded to CURSCHT11-13

Similar to #464, we could not reproduce this too.

Confirming that this rule is correct. As it cannot be reproduced it is most likely a data saving issue
