Reports link same priority as Admin so button order alternate randomly

Reports appears:

place => "key_tools",
position => 1000,

which is the same as Admin.

Reports is a commonly used plugin, which is often a dependency for other plugins. Therefore, it makes sense to assign a key_tools position close to 1000 but far enough away that it does not prevent plugins being added in-between. I recommend using 1020 as the next highest value I have found across commonly used plugins is 1050.
