Hello, quick question regarding the license for bcm2835_gpiomem code. Is it correct to say the license is dual with the “ALTERNATIVE” keyword? Can someone release proprietary work on top of the driver leveraging the first portion of the license?

I am sorry, which code are you talking about here? Please link to it. And if you are really referring to this obsolete repository here I would like to link you to the „real“ RaspberryMatic project here: https://github.com/jens-maus/RaspberryMatic

This repo here was/is just a development snapshot at the time when RaspberryMatic was about to be settled. Now it is obsolete!
