Allow disabling `pushed_authorization_request_endpoint` setting through quirks

Description

As mentioned in #392 (reply in thread) and the rest of the discussion, when working with Keycloak, it would be beneficial to add a quirk to disable PAR. There is no way currently to disable or unset the pushed_authorization_request_endpoint setting in the client context.

Could also provide a workaround for #443

I know adding a quirk for an upstream bug is ugly, but some of us are stuck with using Keycloak :(
