every time a user submits a translation for a word in a map, we should translate that map and make it available in that language. The original strings will always be used when there is no translation for them, but the most voted on translation should be used a swapped. The map list should then include all map/language pairs and therefore should be updated to let the user filter the list to only show one language (currently the UX doesn't show that)
