add more tools to beta/admin

As we get closer to a beta release, I'd like to hide more tools pages behind the beta/admin flags. Update the following tools:

Beta:

1. Dictionary
2. Phrase-book
3. Bilingual Dictionary
4. Question & Answer

Admin:

1. Data Viewer

You can use the other beta and admin flagged tools as examples. This is a small task.
