Site Text UI Tweaks

1. I would like to remove the 'Application List' card and just use the 'Site Text' card:
   

I think for now the concept of an Application can be put in the normal site text feature since its not used anywhere else. When a user uses the site text feature, they have to create an 'Application' entry first. I think for now that should just be part of the site text feature.

2. I think when we list site text words for translators we should show the current most voted on translation so that translators can quickly look at the whole list at once. For example, if you look at this list of English -> Japanese strings, you only see the English strings. You have to click on each word to see the Japanese translations. I'd like to show the most-voted-on translation in the list of English strings.
   

3. The list of apps shows as:
   

It should probably show as 'List of Apps' and we should do a uniqueness check so that we don't get duplicates.
